Air Traffic Manager

The Air Traffic Manager serves as a critical leader within aviation operations, responsible for overseeing a small to moderate team of air traffic control professionals. This pivotal role ensures the safe, efficient, and compliant operation of air traffic services, maintaining the highest standards of performance and regulatory adherence. The incumbent will provide strategic direction, foster collaborative relationships, and drive continuous improvement initiatives to meet the evolving demands of the aviation sector.
Key Responsibilities
- Operational Leadership & Supervision: Exercises comprehensive supervision over subordinate personnel, ensuring the timely delivery of high-quality air traffic control services. Directs all aspects of facility operations, encompassing both their scope and complexity, and is accountable for the review and approval, amendment, or rejection of subordinate work products.
- Strategic Collaboration & Compliance: Engages in robust collaboration with FAA facilities and various civil aviation organizations to negotiate, decide upon, and coordinate operational changes impacting the facility. Ensures that the Area Manager conducts a thorough review of all new Letters of Agreement prior to their formal initiation. Advises higher-level officials on critical issues concerning facility operations in relation to broader aviation programs, recommending effective solutions. Develops and implements internal facility directives in strict accordance with established orders and templates.
- Workforce Management & Development: Plans and prioritizes work assignments for subordinates, establishing clear schedules and allocating tasks based on difficulty, requirements, and individual capabilities. Provides comprehensive advice, counsel, and instruction on both work-related and administrative matters. Resolves operational challenges presented by subordinates or subordinate supervisors and makes informed decisions when differing views arise. Identifies critical developmental and proficiency training needs for controllers, and makes provisions to obtain necessary training to enhance team competency.
- Personnel Administration & Evaluation: Conducts interviews for air traffic control positions and recommends selection for non-supervisory roles. Evaluates subordinate performance, recommending appropriate ratings, including unsatisfactory performance ratings, and acknowledging exceptional contributions through awards and letters of commendation as appropriate.
- Discipline & Employee Relations: Addresses employee complaints escalated beyond subordinate supervisors. Determines the necessity of corrective disciplinary action and decides on appropriate informal or formal measures, ensuring actions are fair, equitable, and consistent with company policies governing conduct and discipline. Handles disciplinary cases involving minor adverse actions and reviews cases pertaining to major adverse actions, such as suspensions or removals.
- Facility Administration & Assurance: Ensures meticulous maintenance of facility records, adequate supplies, optimal equipment operation, and satisfactory working conditions for all employees. Guarantees full facility compliance with all technical and administrative directives issued by CI² Aviation, Inc., RVA, and the FAA.
- Incident & Accident Management: Actively participates in investigations of aviation accidents and incidents, ensuring all occurrences and irregularities are reported promptly and accurately in accordance with established procedures.
- Strategic Planning & Operational Improvement:
- Provides essential input for strategic planning, including assessments of radio and communication needs, requirements for additional operational positions, personnel forecasting, and other resources necessary to meet the projected demands of general aviation, air carriers, and military users.
- Continuously evaluates existing services and air traffic flows to ensure the most effective utilization of available resources. Maintains an ongoing program of evaluation to assess the quality and adequacy of services delivered through personal observation, operational monitoring, and consistent engagement with all types of aviation users.
- Performs vital functions such as developing operational plans and procedures, ensuring defense readiness, and preparing watch schedules. Manages staffing requirements as directed by corporate management and consistently evaluates the facility's management effectiveness with a focus on continuous improvement.
- Ensures that operational procedures are implemented fairly and equitably, without discrimination against different types of aviation users. Recognizing the varied needs and interests of military, air carrier, and general aviation segments, the manager skillfully develops compromises that provide optimal overall service while upholding equal rights to operate.
- Develops and maintains robust internal operating procedures to achieve an equitable distribution of workload. Recommends resource and equipment changes to the Area Manager to accommodate increasing demands for service driven by heightened activity and advancements in aircraft technology. Actively strives to reduce operating costs through methods improvement and optimizing overtime requirements, without compromising overall operational integrity.
- Procedure Development & Implementation: Determines the need for and develops specialized procedures tailored to meet specific local requirements, or recommends modifications to existing standard procedures. This includes, but is not limited to, the implementation of noise abatement procedures, development of Letters of Agreement, and establishment of Safety Risk Management protocols.
- External Stakeholder Engagement: Cultivates and maintains professional relationships with representatives from airlines, pilot associations or other aviation groups, civic and community organizations, and individuals. These engagements aim to assess service adequacy, determine future requirements, discuss alleged pilot deviations, explain regulations and services, and foster a better understanding of the air traffic system. Organizes and conducts regular open meetings to discuss programs, address challenges, and solicit suggestions or criticisms regarding services rendered.

Qualifications
- Possession of a valid Certified Tower Operator (CTO) Certificate is required.
- Must hold a current Class II Medical Certificate.
- Subject to comprehensive drug testing in strict compliance with DOT/FAA requirements, including pre-employment, random, periodic, probable cause, and post-accident screenings.
- Demonstrated proficiency in computer skills sufficient for accurate basic computer data entry and effective record keeping.
- A minimum of two (2) years of air traffic control tower supervisor experience or five (5) years of comprehensive air traffic control (ATC) experience is mandatory.
Supervision Received
The Air Traffic Manager operates with a high degree of autonomy, subject primarily to the overarching limitations of CI² Aviation Inc. and FAA policy, guidance, and direction provided by higher authority. Day-to-day operating decisions are typically made independently by the manager, without the immediate need for consultation with supervisors.
