Position Summary
The Air Traffic Manager leads and directs comprehensive air traffic control operations, ensuring the safe, efficient, and compliant flow of air traffic. This pivotal role involves direct supervision of air traffic control personnel, strategic operational planning, adherence to Federal Aviation Administration (FAA) and company directives, and fostering strong relationships with aviation stakeholders. The Manager is responsible for maintaining high standards of safety, operational excellence, and continuous improvement within the air traffic control facility.
Key Responsibilities

Leadership and Team Management
- Provides direct supervision to air traffic control subordinates, overseeing performance, quality, and timely completion of work.
- Plans, organizes, and assigns work, setting priorities and schedules while considering employee capabilities and task requirements.
- Offers guidance, counsel, and instruction on operational and administrative matters, resolving complex work problems and conflicts among subordinates.
- Identifies and addresses employee developmental and training needs, making provisions for necessary professional growth and proficiency.
- Participates actively in the recruitment, selection, promotion, and reassignment processes for air traffic control positions.
- Evaluates employee performance, prepares commendations, and recommends appropriate awards or corrective actions.
- Resolves employee complaints, determines disciplinary actions, and ensures fairness, equity, and consistency with company policy.

Operational Oversight and Compliance
- Directs and manages the full scope and complexity of air traffic control (ATC) tower operations.
- Ensures strict adherence to CI² Aviation, Inc., RVA, and Federal Aviation Administration (FAA) directives, policies, and procedures.
- Collaborates extensively with FAA facilities and civil aviation organizations to coordinate operational changes and agreements, ensuring all new Letters of Agreement are reviewed by the Area Manager prior to implementation.
- Advises higher-level officials on operational challenges, recommending solutions that align with broader programmatic goals.
- Develops and implements internal facility directives in accordance with established orders and templates.
- Maintains facility records, assures adequate supplies, ensures satisfactory equipment operation, and upholds optimal employee working conditions.
- Participates in accident/incident investigations and ensures accurate and timely reporting of all irregularities.

Strategic Planning and Efficiency
- Contributes to strategic planning initiatives, providing essential input on communication infrastructure, operational positions, and personnel requirements to meet evolving aviation demands.
- Continually evaluates existing services, traffic flows, and resource utilization to identify opportunities for improvement and efficiency.
- Manages staffing requirements as directed by corporate management and develops watch schedules.
- Implements procedures to ensure equitable service delivery across all aviation user segments (military, air carrier, general aviation), developing fair compromises to optimize overall service.
- Develops internal operating procedures for balanced workload distribution and recommends resource and equipment enhancements to the Area Manager in response to increased activity or technological advancements.
- Strives to reduce operating costs through methods improvement and efficient resource management without compromising operational integrity.

Procedure Development and External Relations
- Develops specialized local procedures and recommends changes to standard procedures, including those related to noise abatement, Letters of Agreement, and Safety Risk Management.
- Cultivates and maintains professional relationships with airlines, pilot associations or other aviation groups, civic and community organizations, and the community to assess service adequacy, identify future requirements, address deviations, explain regulations, and foster system understanding.
- Convenes regular public meetings to discuss programs, problems, and gather feedback on services.

Qualifications
- Possession of a valid Certified Tower Operator (CTO) Certificate.
- Possession of a current Class II Medical Certificate.
- Minimum of two (2) years of supervisory experience in an air traffic control tower or five (5) years of direct air traffic control (ATC) experience.
- Proficiency in basic computer skills for data entry and record keeping.
- Ability to successfully pass drug testing as required by DOT/FAA regulations (pre-employment, random, periodic, probable cause, and post-accident).
Supervision Received
The Air Traffic Manager operates with significant autonomy, primarily guided by CI² Aviation Inc. and Federal Aviation Administration (FAA) policy and higher authority directives. Day-to-day operational decisions are typically made independently without direct supervisory reference.
