Role Description:
This critical role serves as the Chief of Standards representative, interpreting and implementing the organization's Aircrew Training Program (ATP). The successful candidate will manage aircraft-specific ATPs, maintain comprehensive flight records within the Air Wing Information System (AWIS), and update aviation references and publications. Responsibilities encompass conducting rotary wing (RW) crew member training and evaluations, administering standardization programs (including flight records, AWIS, publications, and references), and monitoring flight instruction (aircraft training, annual proficiency reviews, and flight evaluations). Oversight of both fixed-wing (FW) and RW flight records is also required.
Key Responsibilities:
- Conduct training and evaluations for rotary wing rated and non-rated crew members, overseeing the standardization program.
- Document crew member performance, developing individualized flight training plans aligned with organizational mission objectives and the ATP.
- Assist the program Chief of Standards in supervising and maintaining the standardization program.
- Monitor flight instruction, ensuring standardization of transitions, annual proficiency reviews, and flight evaluations.
- Serve as a member of the INLA Standardization Committee.
- Provide aircrew training and standardization, including academic instruction for rated and non-rated crew members (NRCMs), encompassing day/night NVG flight tasks training for NRCMs.
- Manage, supervise, schedule, and direct crew member training to ensure safe and effective aviation support for the Department of State in OCONUS locations.
- Conduct academic and flight training, administering evaluations to maintain crew member proficiency and training standardization.
- Train and qualify crew members for single and multi-ship day/night NVG missions, primarily under Visual Meteorological Conditions (VMC).
- Develop individualized flight training plans supporting organizational mission objectives and the ATP.
- Ensure all training and operations adhere to INLA standards, complying with applicable Directives, Manuals, and Technical Orders.
- Monitor crew member proficiency in all phases of mission planning and flight operations, guaranteeing policy and directive compliance.
- Oversee maintenance of crew member flight records and risk assessments.
- Maintain accurate flight records, Air Wing Information System (AWIS) records, reports, publications, and references.
- Stay abreast of updates to Standard Operating Procedures (SOPs) and documentation integral to contract operations.
- Maintain NVG currency and instrument proficiency.
- Function as Pilot, Pilot-in-Command, Instructor Pilot, Standardization Pilot, Air Mission Commander, and/or Flight Lead as needed.
- Undertake routine CONUS and OCONUS travel as required.
- Perform other aviation duties as assigned.
Qualifications:
Basic Qualifications:
- High School Diploma or equivalent.
- FAA Commercial and Instrument Airman Certificate (Rotorcraft Helicopter).
- FCC Restricted Radiotelephone Operator Permit.
- Host nation language proficiency (per contract requirements).
- 1,500 total rotary wing flight hours, including 500 hours of turbine engine time.
- Night Vision Goggle (NVG) qualified with 300 hours of NVG experience.
- 300 hours of turbine instructor pilot or check pilot time.
- FAA CFI/CFII Certificate or U.S. military equivalent.
- One (1) year of flight training program management experience.
- Strong English written and verbal communication skills.
- U.S. Secret Security Clearance required.
Preferred Qualifications:
- FAA ATP Certificate.
- Combat experience and prior operational exposure in Iraq or Afghanistan.
- Prior experience with M-4, M-9, and Glock-19 firearms.
- Prior U.S. Military IP/SP qualified pilot and/or support on the DoS INLA program.
- Prior U.S. Military MP/ME qualified pilot and/or support on the DoS INLA program.
- Active U.S. DoD Security Clearance.
