Role and Responsibilities

About the role

In the context of helping CAE achieve its mission which is to lead at the frontier of digital immersion with high-tech training and operational support solutions to make the world a safer place, the holder of this position will be required to do the right ‘things’ for the civil aviation industry, thus also creating value for CAE. This duty includes developing and executing the CAE civil aviation regulatory strategy and action plan for CAE’s activities across the regulatory jurisdictions of EASA and multiple national Civil Aviation Authorities in Europe, the Middle-East region, Africa and CIS countries.

The main scope of the work for this position is strategic regulatory matters pertaining to pilot training & licensing, and the approval of training organizations (flight schools using small airplanes and training centers using Flight Simulation Training Devices). The position holder is expected to inform and advise internal and external stakeholders on strategic regulatory matters, both on existing and upcoming regulations. In addition, the position holder is expected to consult and cooperate with these stakeholders, including EASA and national Civil Aviation Authorities, to subsequently explain why and how we think the relevant regulations should evolve such that the right and sustainable regulations and guidance get published.

The focus of the work is expected to be on EASA regulations, with growing involvements with other regulations. In addition to pilot training and licensing, the work for this position may occasionally touch the training and/or licensing of other aviation professionals such as aircraft mechanics, cabin crew, flight dispatchers and air traffic controllers.

The holder of this position is expected to interact with many internal and external stakeholders across the assigned regions. Externally, such stakeholders include EASA staff, participants of EASA Rulemaking Tasks, staff of various national CAAs, customers / aircraft operators, CAE’s joint venture (JV) partners, regulatory working groups, key associations, key organisations and aircraft manufacturers, etc.

Our ideal candidate:

KNOWLEDGE

  • Must have a strong knowledge and understanding of civil aviation regulations in the assigned regions, especially EASA regulations for pilot training and licensing, approved training organizations – at least for airplane pilots, helicopter pilots and eventually maybe for eVTOL pilots and RPAS pilots.
  • Must be familiar with Competency-based Training and Assessment (CBTA), Multi-crew Pilot License (MPL), Evidence-based Training (EBT), Upset Prevention and Recovery Training (UPRT) and EASA’s ATQP.
  • Must be informed about the evolution of these regulations, and their stakeholder dynamics.
  • Must understand how ICAO, regional regulatory bodies (such as EASA) and national Civil Aviation Authorities relate to each other and interact in the global regulatory environment.
  • At least a basic knowledge of the civil aviation regulations and the regulatory environments in the Middle East, Africa and CIS Countries.

QUALIFICATIONS

  • Commercial Pilot License (CPL), preferably Airline Transport Pilot (ATP) certificate and/or
  • Other qualifications that may contribute to similar credibility for this position, such as Professional Engineer, Lawyer – especially if used for work in a relevant civil aviation context.

EXPERIENCE REQUIRED

About 20 years of experience working in the aviation industry.

  • Including at least 5 years working in a regulated pilot training environment.
  • At least 5 years working as a professional pilot or other relevant technical role;
  • At least 10 years of living and working in civil aviation within the European Union
