*This position is physically located in Kuwait in support of LOGCAP*

Under the general direction of the Fire Chief, responsible for implementing LOGCAP V Fire Protection Plan and ensuring emergency response operations are conducted within the guidelines stipulated by this plan and the Emergency Management Plans. Reports directly to the Assistant Fire Chief of Operations. Directs and leads firefighters during firefighting operations, rescue operations, hazardous materials incidents and other related emergencies events.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Implements the fire protection programs that conform to the Performance Work Statement. Implements and maintains a safe workplace, ensuring safety is the highest priority. Complies with all Environmental, Health, and Safety (EHS) and Quality Assurance (QA) requirements and goals. Provides documentation to these divisions as necessary to ensure adequate and legal documentation. Ensure that all subordinate employees are trained and understand EHS and QA requirements and goals. Maintains documentation as necessary to meet these requirements. (10%)

+ Conducts fire inspections and ensures that facilities are safe, and documentation is recorded and tracked. Operates computerized digital fire alarm receiving equipment including two-way radio communications equipment. Performs additional logistical duties in support of fire department operations to include, maintaining accountability of equipment, scheduling maintenance of equipment, coordinating appointments of subordinates, and other administrative duties as needed. (10%)

+ Ensures that emergency equipment under the control of the fire department is operational and in a state of readiness as required by NFPA or other industry standards. Responds to emergencies, disasters, and hazardous material (HAZMAT) spills according to the responsibilities identified in the department work instructions, standard operating procedures or the Emergency Management plan. Serves as the team leader for either a rescue unit, ladder truck, engine company, water tender or airport crash apparatus. Enters burning or contaminated structures, vehicles, and other immediately dangerous to life and health areas to fight fires and/or perform rescues while wearing required personal protective equipment. Directs Crew Chief/Company Officer level operations for structural fires, aircraft fires, rescue operations, medical emergencies, hazardous materials responses and other emergency events as directed. (45%)

+ Provides supervision to Fire-fighters. Required to maintain and clean personal protective equipment and supervise firefighters in cleaning equipment and facilities. Performs duties in support of organizational metrics. Trains and orients subordinate employees on performance, documentation, and activities that effect the achievement of department metrics. Adequately and honestly tracks all data related to metrics. Supports the achievement of LCV metrics, whether metrics can be directly or indirectly affected by this position’s activities. Provides direct support, using staff resources, if necessary, to the achievement of all metrics related to the PWS and LOGCAP. Attends meeting in the absence of the supervisor or as needed. (25%)

+ Communicates professionally, both orally and in writing, with their subordinates and others as needed to relay information necessary for job success. This includes, but is not limited to, staff meetings, performance appraisals, job requirements, division metrics, projects, quality standard procedures, and safety practices. Works to achieve LOGCAP goals and PWS commitments. Performs other duties as required. (10%)

Qualifications

+ Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.

+ Must be able to obtain and maintain valid Secret Clearance

+ Must be a U.S. Citizen

+ A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.

+ A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Heavy Driver’s License, is required.

+ High School diploma or equivalent (Associate Degree in Fire Science preferred)

+ DoD, Pro-board or International Fire Services Accreditation Congress Certification as:

+ Must meet training and certification requirements outlined in DOD Manual 6055.06. Fire Officer II, Fire Instructor I, Fire Inspector I, Hazmat Operations and Incident Commander, Driver Operator Pumper, Driver Operator Mobile Water Supply MWS, Driver Operator ARFF, Driver Operator Aerial, Airport Firefighter, HazMat Technician preferred, Emergency Medical Technician (EMT) or higher preferred

+ Experience:

+ Requires 5 years with an organized Fire or Emergency Service Department. Two years of experience at the level of Company Officer is preferred.

+ Skills:

+ Possess the ability to demonstrate leadership and management skills in a professional demeanor.

+ Ability to work effectively with employees and management personnel at all levels to include multinational staff, superiors and ranking military officers.

+ Ability to exercise discretion and good judgment, with an ability to understand the effect of decisions overall in the company.

+ Strong interpersonal and negotiation skills, ability to communicate in English, both verbally and written, some proficiency in Word, Excel, and Outlook applications are required.

+ High level of organizational and planning skill so that workflow is managed efficiently, and accuracy is required.

+ Detail oriented with a high degree of accuracy and the ability to effectively respond to inquiries or complaints both verbally and in writing.

+ Supervisory/Budget Responsibilities:

+ Must have extensive knowledge of fire department operations to include advanced knowledge of leadership and supervisory techniques.

+ Must have advanced knowledge of Fire Department functions and responsibilities and a thorough understanding of Incident Command System (ICS).

+ This is a first level supervisor position and will supervise two to six firefighters.

+ Working Conditions:

+ Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms and high temperatures up to 130 degrees in the summer months.

+ Potential exposure to chemical or biological agents could exist.

+ Employee use of personal protective equipment (PPE) in certain areas is required.

+ Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire Department, company safety department and Army safety policies.

+ Must be able to respond and work in all types of weather and in less-than-ideal conditions and may have to enter hazardous environment. .

+ Must be able climb ladders to gain access to upper levels of buildings, or to rescue individuals from burning structures or when trapped.

+ Physical Requirements:

+ Must meet or exceed physical requirements contained in the current edition NFPA 1582, including but not limited to the physical strength and ability to perform heavy and strenuous tasks for extended periods of time under dangerous and uncomfortable conditions, often while wearing bulky protective gear, including self-contained breathing apparatus.

+ Must be able to exert force (defined as strenuous activity) sufficient to lift and carry up to 200 pounds of body weight and occasionally, as a team member, to lift and maneuver onto a gurney body weight up to 600 pounds, or as necessary lift whatever weight is required to handle the emergency or rescue requirement. Must be able to carry out strenuous lifting in spaces where use of correct lifting techniques is not possible, as required. Must be available for recall and manage personnel issues off duty.
