Fire Officer

About the Role
This position is physically located in Qatar, providing critical fire protection support for the LOGCAP V program. Under the general direction of the Fire Chief and reporting directly to the Assistant Fire Chief of Operations, the Fire Officer is responsible for implementing the LOGCAP V Fire Protection Plan and ensuring emergency response operations adhere to plan guidelines and Emergency Management protocols. The Officer directs and leads firefighting personnel during a variety of critical incidents, including firefighting operations, rescue missions, hazardous materials incidents, and other emergency events.
Key Responsibilities
- Implements and manages fire protection programs in accordance with the Performance Work Statement.
- Ensures the maintenance of a safe workplace, prioritizing safety protocols above all else.
- Complies strictly with all Environmental, Health, and Safety (EHS) and Quality Assurance (QA) requirements and goals.
- Provides necessary documentation to EHS and QA divisions to ensure legal and adequate record-keeping.
- Ensures all subordinate employees are thoroughly trained in and understand EHS and QA requirements and goals.
- Maintains required documentation to meet program requirements.
- Conducts regular fire inspections, verifying facility safety, and ensuring documentation is properly recorded and tracked.
- Operates computerized digital fire alarm receiving equipment and two-way radio communication systems.
- Performs logistical duties supporting fire department operations, including equipment accountability, maintenance scheduling, subordinate coordination, and administrative tasks.
- Ensures emergency equipment under the fire department's control remains operational and in a state of readiness, complying with NFPA or relevant industry standards.
- Responds promptly to emergencies, disasters, and hazardous material (HAZMAT) spills following departmental work instructions, standard operating procedures, and the Emergency Management Plan.
- Serves as a skilled team leader for various apparatus, including rescue units, ladder trucks, engine companies, water tenders, or airport crash apparatus.
- Enters burning or contaminated structures, vehicles, and other immediately dangerous to life and health areas to combat fires and perform rescues, utilizing required personal protective equipment.
- Directs operations at the Crew Chief/Company Officer level for incidents such as structural fires, aircraft fires, rescue operations, medical emergencies, and hazardous materials responses.
- Provides supervision to Firefighters, ensuring personal protective equipment is maintained and supervising the cleaning of equipment and facilities.
- Executes duties in support of organizational metrics and goals.
- Trains and orients subordinate employees regarding performance expectations, documentation standards, and activities contributing to department metrics.
- Accurately and honestly tracks all data relevant to metric achievement.
- Actively supports the achievement of KBOSSS, PWS, and LOGCAP metrics, both directly and indirectly.
- Attends meetings as required or in the absence of a supervisor.
- Communicates professionally, both orally and in writing, with subordinates and other stakeholders to facilitate job success, covering topics such as staff meetings, performance appraisals, job requirements, division metrics, projects, quality standards, and safety practices.
- Contributes actively to achieving LOGCAP goals and PWS requirements.
Qualifications
Minimum Qualifications:
- Education/Certifications: A valid driver’s license and the ability to obtain both a host nation driver’s license and a host nation Heavy Driver’s license are required. A High School diploma or equivalent is mandatory, with an Associate Degree in Fire Science preferred. One year of related experience may substitute for one year of education if a degree is specified as required elsewhere. Must possess certifications from DoD, Pro-board, or the International Fire Services Accreditation Congress (IFSAC) meeting the requirements outlined in DOD 6055.06–M, specifically:
- Fire Officer II
- Fire Instructor I
- Fire Inspector I
- Hazmat Material Operations
- Hazmat Incident Commander
- Driver Operator – Pumper
- Experience: Requires a minimum of five years of experience with an organized Fire or Emergency Service Department, demonstrating extensive firefighting and emergency service expertise.
- Program Specific Requirements: Must demonstrate the ability to supervise and manage a multi-national and culturally diverse workforce. Possess comprehensive knowledge of safety and environmental issues. Familiarity with various Computerized Maintenance Management Systems (CMMS) is required.
Preferred Certifications:
- Airport Firefighter
- HazMat Technician
- Emergency Medical Responder (EMR), Emergency Medical Technician (EMT) or higher
- Driver Operator – ARFF
Working Environment
The position involves exposure to physical and working conditions where serious accidents or injuries may occur, including exposure to disagreeable noise levels and prolonged high ambient temperatures. The Fire Officer must be physically capable of operating a variety of machines, tools, and equipment such as vehicles, computers, generators, fire pumps, hydrants, axes, shovels, hydraulic tools, power tools, hand tools, and medical equipment. Physical demand requirements align with very heavy work levels, requiring the ability to use body members to manipulate, move, or carry objects or materials. The candidate must be able to pass a medical certification by an M.D. meeting the conditions outlined in the latest edition of NFPA 1582 and be able to exert in excess of one hundred pounds of force occasionally, and/or in excess of fifty pounds of force frequently.
